20 Canadian parliamentarians attend Hong Kong Watch parliamentary roundtable and reception on Hong Kong’s role in Asia-Pacific strategy
On 22 October, Hong Kong Watch held a roundtable and reception on Hong Kong’s role in Asia-Pacific strategy in the Canadian Parliament.
The event featured the launch of Hong Kong Watch’s latest report on Hong Kong’s special status and brought together 20 parliamentarians, alongside members of the diplomatic community, think-tank experts, academics, and representatives of the Canadian Hong Kong community. The event was hosted by Hong Kong Watch Patron James Bezan MP, Shadow Minister for National Defence.
The report, The Limits of Autonomy: a review of Hong Kong’s special status under ‘one country, two systems’, analyses the dismantling of Hong Kong’s autonomy and the exploitation of its special status within national law and international organisations. During the roundtable, we highlighted the need for Canada to review the consular privileges and immunities currently granted to the Hong Kong Economic and Trade Office in Toronto.
The discussion also included a presentation by Aileen Calverley, co-founder and Chair of Trustees of Hong Kong Watch, on a briefing titled Hong Kong’s Role in the PRC’s War-Proofing Strategy: Implications for Canada. The presentation examined how Hong Kong has evolved from a bridge between China and the world into a shield for Beijing’s global ambitions, reshaping financial flows, supply chains, and security dynamics across the Indo-Pacific region.
For Canada, these developments have far-reaching implications. What happens in Hong Kong affects Canada’s banks, investors, exporters, and communities. To safeguard national interests, Canada must invest in critical minerals, protect financial sovereignty, and strengthen coordination with allies through the Five Eyes, G7, and AUKUS frameworks. By fortifying both the economy and alliances, Canada can play a pivotal role in defending freedom and stability across the Indo-Pacific.
Following the reception, we were grateful to our Patrons Melissa Lantsman MP and Senator Leo Housakos for co-hosting a roundtable on community outreach, which helped introduce Hong Kong Watch to newly elected Members of Parliament and strengthen engagement with the Canadian Hong Kong community.

活動旨在發布香港監察有關香港特殊地位的最新報告,匯聚20位國會議員、外交人員、智庫專家、學者和加拿大港人社群代表。活動由香港監察贊助人、加拿大影子國防部長James Bezan MP主持。
這份報告題為《The Limits of Autonomy: a review of Hong Kong’s special status under ‘one country, two systems’》,分析中國如何摧毀香港自治,同時利用香港在國家法律和國際組織的特殊地位。研討會期間,我們強調加拿大有必要檢視香港駐多倫多經濟貿易辦事處目前享有的領事特權和豁免權。
香港監察共同創辦人兼信託董事會主席Aileen Calverley亦在會上匯報題為《Hong Kong’s Role in the PRC’s War-Proofing Strategy: Implications for Canada》(香港在中國防戰策略中的角色及其對加拿大的影響)的簡報,審視香港的角色如何從中國與世界之間的橋樑,演變成北京全球野心的盾牌,重塑印太地區的資金流動、供應鏈和安全動態。
