Hong Kong Watch launches special privileges report in Washington DC

Yesterday, Hong Kong Watch completed its tour of launch events for our latest report, The Limits of Autonomy: a review of Hong Kong’s special status under ‘one country, two systems’, at the Hudson Institute in Washington, DC. You can read the report here and watch a recording of the event here.

This event featured a livestreamed panel discussion moderated by Michael Sobolik, Senior Fellow at the Hudson Institute, and panellists included Joey Siu, Executive Council Member of the World Liberty Congress; Thomas Kellogg, Executive Director of Georgetown Center for Asian Law; John Dotson, Director of the Global Taiwan Institute; and Thomas Benson, Senior Research and Policy Advisor at Hong Kong Watch and author of the new report.

The panel discussed how successive national security laws since 2020 have reshaped Hong Kong’s autonomy under the ‘one country, two systems’ principle, and the implications for Hong Kong’s special status within US law. The panel also discussed President Donald Trump’s recent meeting with People’s Republic of China (PRC) leader Xi Jinping in Busan, South Korea to discuss US-China trade, and the need to consider human rights and democratic values as interconnected with economic and security considerations.

The panel concluded with a call to the US government to maintain its support for human rights and democratic values, including by reinstating government funding for resources such as Radio Free Asia and Voice of America, and by making firm its commitments to support for Taiwan and human rights in Hong Kong in ongoing negotiations with the PRC.

專題討論由哈德遜研究所資深研究員Michael Sobolik主持,講者包括世界自由大會執行委員會委員邵嵐(Joey Siu);佐治城大學亞洲法律中心行政總監Thomas Kellogg;全球台灣研究中心主任鄭哲軒(John Dotson);和香港監察資深研究及政策顧問、報告作者湯柏森(Thomas Benson)。

一眾講者討論自2020年起接連實施的國家安全法例如何重塑「一國兩制」原則下的香港自治,以及這對香港在美國法律中特殊地位的潛在影響。講者亦討論美國總統特朗普最近在南韓釜山與中國國家主席習近平就美中貿易會晤一事,並指出需要將人權和民主價值,與經濟和安全因素連結起來考慮。

討論最後呼籲美國政府繼續支持人權和民主價值,包括恢復政府對《自由亞洲電台》和《美國之音》等媒體資源的資助,並在與中國展開持續談判時,堅決支持台灣和香港人權。
