Hong Kong Watch discusses Hong Kong Pathway solutions with IRCC officials
Last week, Hong Kong Watch Advocacy and Communications Officer Landson Chan and Canada Chair Aileen Calverley met with officials from the Office of the Minister of Immigration, Refugees and Citizenship to discuss practical solutions to the growing Hong Kong Pathway backlog and the upcoming 2027 Immigration Levels Plan.
We had a constructive and positive discussion about ways to address the backlog and ensure that Hong Kong Pathway applicants who have already built their lives in Canada are not left waiting indefinitely. We raised concerns about the limited admissions allocated to the Hong Kong Pathway in 2026 and presented proposals to help clear the backlog, including a one-time measure to be implemented over several years and the use of allocations for the economic stream.
We emphasized that many Hong Kong Pathway applicants have already been living, working, paying taxes and contributing to Canadian communities for years. We also raised several cases involving Open Work Permit refusals and the significant challenges these decisions have created for affected applicants.
We would also like to sincerely thank Jean Yip, Member of Parliament for Scarborough—Agincourt, for her continued advocacy on behalf of Hong Kong Pathway applicants. Jean Yip MP has consistently raised the issue with the Minister of Immigration and continues to press for meaningful action to clear the backlog. We greatly appreciate her commitment to ensuring that Hong Kongers who have built their lives and contributed to Canada are given a fair and timely pathway to permanent residence.
In recent months, our team has met with parliamentarians, including Brad Redekopp MP, Costas Menegakis MP, Jean Yip MP, Salma Zahid MP and Sameer Zuberi MP’s office, to discuss Hong Kong Pathway issues. In July, we launched a survey to examine the impact of work permit refusals on Hong Kong Pathway applicants awaiting permanent residence.
Hong Kong Watch sincerely thanks the officials from the Minister of Immigration’s Office for the constructive discussion and their willingness to engage on possible solutions. We will continue engaging MPs and IRCC officials and advocating for practical, fair and timely solutions for Hong Kong Pathway applicants who have contributed to Canada and are seeking to build their long-term future here.
香港監察與加拿大移民部官員討論解決「Hong Kong Pathway」申請積壓方案
上星期,香港監察倡議及傳訊主任Landson Chan和加拿大香港監察主席Aileen Calverley會晤移民、難民及公民部長辦公室官員,討論解決「Hong Kong Pathway」申請不斷積壓問題的切實可行方案,以及即將公布的2027年《移民水平計劃》(Immigration Levels Plan)。
我們的討論積極有效,探討了如何應對積壓,確保已在加拿大安家落戶的「Hong Kong Pathway」申請人不會無了期等待。我們就2026年撥給「Hong Kong Pathway」的有限移民配額提出憂慮,並匯報多項幫助清理積壓的建議,包括擬在未來幾年實施的一次性措施,以及運用撥給經濟類別的移民配額。
我們強調,很多「Hong Kong Pathway」申請人已在加拿大生活、工作、納稅並貢獻社區多年。我們亦提出幾個開放式工作簽證(Open Work Permit)申請被拒絕的個案,以及這些決定對受影響申請人造成的重大難題。
