Hong Kong Watch launches latest business and human rights report in Washington, DC

Yesterday, as President Xi Jinping arrived in Washington, DC to meet with President Donald Trump, Hong Kong Watch launched our latest report, Through the Cracks: How loopholes in U.S. sanctions let Western investors pour billions into China’s military-industrial complex, at the Center for Advanced Defense Studies (C4ADS) headquarters.

The report analyzes Bloomberg Terminal investor data across 15 Chinese corporate groups tied to Washington’s Non-SDN Chinese Military-Industrial Complex Companies List (the NS-CMIC list), a sanctions regime introduced by President Trump in 2020 and expanded by President Biden in 2021.

The panel was chaired by Hong Kong Watch Policy and Strategy Advisor Ray Wong, and featured remarks from report author and U.S. attorney Samuel Bickett, as well as Mishel Kondi, Senior Analyst at C4ADS.

Mr Bickett introduced the report, covering our findings and methodology, and explained how loopholes in the NS-CMIC sanctions regime have allowed billions in U.S. investment to flow to Chinese companies nominally sanctioned by the U.S. government. He also offered his perspective on how U.S. sanctions policy might be affected by the overall trend of U.S.-China relations.

Ms. Kondi offered her perspective on how NS-CMIC sanctions compare to other sanctions regimes, the efficacy of sanctions as a tool of economic statecraft, and the possibilities for further research into sanctions evasion and efficacy.

香港監察在華府發布最新商業與人權報告  揭示制裁漏洞令美國投資流向中國軍事企業

中國國家主席習近平昨天抵達華盛頓與美國總統特朗普展開會談之時，香港監察在高級國防研究中心（C4ADS）總部發布最新報告《Through the Cracks: How loopholes in U.S. sanctions let Western investors pour billions into China’s military-industrial complex》。

報告分析了15個中國企業集團的彭博終端（Bloomberg Terminal）投資者數據，這些集團與美國非特別指定國民中國軍工綜合體企業名單（NS-CMIC名單）有關聯。NS-CMIC名單是特朗普總統於2020年推出、拜登總統於2021年擴充的制裁機制。

香港監察政策及策略顧問黃台仰（Ray Wong）主持專題討論，報告作者、美國律師Samuel Bickett和C4ADS資深分析師Mishel Kondi則擔任講者。
