US-China Economic and Security Review Commission 2025 Annual Report to Congress reflects Hong Kong Watch research findings

On 18 November, the US-China Economic and Security Review Commission (USCC) released its 2025 Annual Report to Congress. The report highlighted the continued “national securitization” of Hong Kong and the CCP’s escalating transnational repression, and reflected key issues and findings raised in Hong Kong Watch’s continued advocacy and recent research.

The Annual Report reflects the findings and policy recommendations of our June publication on business and human rights, Risky Business: how sanctioned entities access capital via Hong Kong, which highlighted the shrinking of Hong Kong’s economic independence and its worrying role in sanctions evasion. It also echoes our October publication on Hong Kong’s special privileges, The Limits of Autonomy: a review of Hong Kong’s special status under ‘one country, two systems’, which revealed the PRC’s strategic exploitation of Hong Kong’s special status and called for conditionality in the Hong Kong dollar-US dollar exchange rate mechanism.

We welcome the report’s recognition of Hong Kong’s concerning role in the international fora, and look forward to continuing our work with our allies in the US Congress and government to advance these key policy issues.

美中經濟暨安全檢討委員會2025年度報告呼應香港監察研究 指中共以香港作白手套規避制裁

11月18日,美中經濟暨安全檢討委員會(US-China Economic and Security Review Commission)向美國國會提交2025年度報告。報告指出香港持續「國家安全化」,以及中共跨國鎮壓不斷升級,內容反映香港監察持續展開的倡議工作和今年發表的研究中提出的關鍵議題和發現。

年度報告反映香港監察6月發表的商業與人權報告Risky Business: how sanctioned entities access capital via Hong Kong》中的研究發現和政策建議。有關報告指出香港的經濟獨立嚴重削弱,而香港正在國際間為中共扮演規避制裁的角色。此外,年度報告亦呼應我們10月發表的香港特權報告The Limits of Autonomy: a review of Hong Kong’s special status under ‘one country, two systems’》。有關研究揭示中共如何策略式利用香港特殊地位謀取利益,並呼籲美國在港元兌美元匯率機制中增設條件。
