Call to urge your legislators to support Hong Konger Promise of Refuge Act

We are calling on US-based Hong Kongers and friends of Hong Kong to join ‍Call4HK in writing to your legislators, urging them to support the Hong Konger Promise of Refuge Act.

The Hong Konger Promise of Refuge Act (S.5606, H.R.10685) would allow Hong Kongers covered by Deferred Enforced Departure (DED) and their families to apply for permanent residence in the US. While awaiting a decision, the applicant could not be detained or deported, and would be authorised to work. The bill was introduced by Senator Jeff Merkley in the Senate and Representative Jim McGovern in the House on October 6, 2026.

Since August 2021, DED has protected Hong Kongers in the US from deportation amid Beijing’s authoritarian crackdown on Hong Kong. However, the current period expires on February 5, 2027 and the administration has indicated that it will not renew the program. Despite their legal status in the US, ICE has routinely detained Hong Kongers covered by DED since June 2026.

呼籲居美港人響應一人一信行動 促請國會議員支持《香港人庇護承諾法案》

香港監察現呼籲居美港人和香港朋友響應網上平台「‍Call4HK」發起的一人一信行動，促請所在選區的國會議員支持《香港人庇護承諾法案》（Hong Konger Promise of Refuge Act）。

《香港人庇護承諾法案》（S.5606、H.R.10685）會讓受「延遲強制離境」（Deferred Enforced Departure, DED）計劃保障的香港人及家人能夠申請美國永久居留。等待申請結果期間，申請人不能被拘留或遣返，並獲准工作。美國參議員默克利（Jeff Merkley）和眾議員麥高文（Jim McGovern）於2026年10月6日分別在參議院和眾議院提出法案。

自2021年8月起，DED計劃保護在美港人免在北京的威權打壓下被遣返回香港。不過，現行計劃將於2027年2月5日到期，而政府表示無意續期。雖然他們合法居留美國，但美國移民及海關執法局（ICE）自2026年6月起例行拘留受DED計劃保障的香港人。
